The Department of City Planning (DCP) promotes strategic growth, transit-oriented development, and sustainable communities in the City, in part by initiating comprehensive, consensus-based planning and zoning changes for individual neighborhoods and business districts. The Department assists both government agencies and the public by providing policy analysis and technical assistance relating to housing, transportation, community facilities, demography, waterfront and public space.

The New York City Housing Authority (NYCHA) is committed to increasing opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. More than 400,000 New Yorkers reside in NYCHA’s 334 public housing developments around the five boroughs, and another 235,000 receive subsidized rental assistance in private homes through the NYCHA-administered Section 8 Leased Housing Program.

The United States Conference of Mayors (USCM) is the official non-partisan organization of cities with populations of 30,000 or more. There are 1,302 such cities in the country today. Each city is represented in the Conference by its chief elected official, the mayor.

The Furman Center is pleased to present the 2011 edition of the State of New York City’s Housing and Neighborhoods. In this annual report, the Furman Center compiles statistics on housing, demographics and quality of life in the City, its five boroughs and 59 community districts.

ANHD is comprised of 94 nonprofit neighborhood housing groups serving low- and moderate-income New Yorkers. Over the past decade alone, ANHD’s training, policy research, advocacy, strategic communications, and leadership development for 94 grassroots groups and residents has resulted in leveraging over $1.3 billion for affordable housing, rescuing over 30,000 apartments and 160 buildings for low-income residents, and creating break through policies for community development.

Elmer Bobst Library has been a participant in the Federal Depository Library Program since 1967. The library is a selective depository which currently collects approximately 55% of the Federal documents distributed through the Federal Depository Library Program. The publications received through this program are available for public use in the U.S. Documents Collection, located on the 6th floor of the library. Some select materials are also shelved in the stacks. The majority of these documents are available on paper, with significant portions of the collection also on microform, and in electronic formats such as CD-ROM and online via the web. The Business & Social Science/Documents Center also houses decennial and non-decennial U.S. Census Bureau publications dating back to 1790.

The Shelter Performance Report (SPR) measures shelter facilities’ relative performance in three key categories: linking clients to public assistance and employment, length of stay in shelter, and housing placements. We appreciate our providers’ tireless efforts in serving homeless families.
The Performance Incentive Program - the PIP - holds shelter providers accountable on four primary indicators: permanent placements, recidivism, 9-month stayers, and long term stayers placed (clients who have been in shelter for two out of the past four years).

The Department of Homeless Services has an aggressive city-wide street outreach operation, with teams out 24-hours a day, seven days a week, 365 days a year, engaging street homeless individuals and encouraging them to move from the street to housing. Since we have seen the street population is less likely to accept traditional shelter, outreach teams offer low-threshold housing options that are smaller and more private with fewer rules and regulations, such as Safe Havens and stabilization beds, for the chronically homeless.

It provides a critical snapshot of New York City’s housing market in 2011. Useful to policy analysts, planners, scholars and researchers, real estate analysts, developers, service providers in private and non-profit organizations, government agencies and community groups.
